how about we state that a sub-project may ellect someone to cast tie
breaking votes if they want to. And then how that loosely works
I think that should resolve your concern. Does that work?
I'd prefer something like, communities with greater than 3 (or maybe
10?) maintainers can creator their own voting procedures.
