oVirt is able to manage more than one cluster and more than one datacenter.
To ensure ensure HA capability for the engine VM two or three hosted-engine
configured hosts in the same cluster are usually enough; you can choose to
configure an host for hosted engine when you are going to add it to the
cluster which contains the first HE host.
Hosts in other clusters are not aware of HE.
