As far as i remember, some repository changes are made at the EOL of CentOS 8. Do you use valid repository sources? Update ovirt-release44 Package, if not already done, and check all listed repositories. The example log in your link says, that one package is excluded by config. Check your repo files, if the package you need to update is not excluded.
