I'm using italian keyboard layout and I just set it inside the VM while installing it
with Fedora 19 and it works fine.
I guess you just need to set it properly in the VM OS.

Based on [1], I do not thing it's supported in libvirt,
and probably a spice attribute.
Can you verify?
