Hi guys,
Sorry for the late reply, just to update everyone, I managed to
resolve this issue by speaking to Juan Hernandez on channel #ovirt as
it was extremely critical.
I had to manually kill the kvm processes on both hosts they were
running on and then start the VM through ovirt, it gave fsck warnings
(I'm so glad it was a Linux VM that had this issue!) and I was forced
into running a manual fsck which I did, and it fixed all the errors it
found and the guest then booted up successfully without any data loss
or issues somehow.
Lesson learnt, if you have an issue where your engine somehow says the
VM is off even though it's on, shut down the VM, check that the kvm
PID of that VM has in fact stopped on all of your hosts, and then
power it back on ensuring there is only one PID running for that VM.

what is the status of the hosts (migration source and destination) in the engine ui?
when the vm was down in the engine ui, you didnt start again from it? just restart from
within the guest?
looking at the logs from other thread, seems that for some reason vm had a balloon-device
with no spec-params,
this caused vdsm to fail to respond to the engine monitoring, i still need to understand
the engine behavior in this case,
i believe it stays in UP but can't get any info from vdsm..
can you find when these errors started on vdsm log?
(i assume this is the migration destination vdsm, maybe it started when vms migrated to
this host?)
can you please share the engine.log of the migration and restart time? (log from other
thread is too short, migrate command info is not there)
