Unfortunately it didn't work in this case.
I also tried to cleanup entities just in case by running:
# PGPASSWORD=... /usr/share/ovirt-engine/setup/dbutils/unlock_entity.sh
-t all -u engine
select fn_db_unlock_all();
INSERT 0 1
unlock all completed successfully.
It seems it clear a hung task but still cannot fix the issue.
