you need to be more clear on your question it seems very general :) do you mean, if the engine is down will power management still work? If so, than the answer is no and with good reason... (lots of them actually). starting from the simplest - if the host reboots and the engine is down, most users will not know how to restart the vms without the engine. even if you do know how to start the vm's without the engine, once you restore the engine, there is a chance of split brain. two comments here 1) If engine is restored and hosts are still non responding hosts will be soft fenced and if that fails if PM is configured then engine will still try to restart the hosts 2) We have an issue in hosted engine when the restart command can leave the Host in DOWN state
