You can use pg_dump for backup and psql for restore :

backup:
pg_dump -C -E UTF8  --column-inserts --disable-dollar-quoting  --disable-triggers -U postgres --format=p -f <backupfile>  <dbname>

restore:
psql -U postgres -f <backupfile>  template1
