[Engine-devel] Inherited Permissions from System

I am currently working on a bug to show the inherited permissions on an 
object.

So if the user has permissions assigned on a Cluster, the user should 
have permissions on the VMs in the cluster.

My question is if the user has permissions on the System, should the 
permissions be inherited to all the entities?
