Confirmed[1] bug in engine code, will fix soon.

Workaround:

packaging/setup/ovirt_engine_setup/constants.py

Find: OVIRT_SETUP_POST_INSTALL_CONFIG
Modify: OVIRT_OVIRT_SETUP_CONFIG_FILE->'/tmp/xxx'
