If you have already epel-release package installed you'll have access to the whole epel repository.
If you haven't it, the new dependency repo will allow you to get needed dependencies.

yes, only for "ovirt-epel" repository not for the one provided by epel-release rpm.

No, as long as you also have epel-release with the other packages from epel.
