Fixed locally with a workarround by patching 
'/usr/lib/python2.7/site-packages/otopi/context.py'

         ...
         needgroups.add('otopi')   # always load us

         # Workarround
         needgroups.remove('setup')
         needgroups.add('ovirt-host-deploy')
         ...
