not from db, when deactivating a storage domain the engine runs getAllTasksStatuses on the SPM host,
if tasks are returned, deactivate is blocked.
you can manually run getAllTasksStatuses on the spm host,
and run stopTask and clearTask for every task that returns (all with vdsClient on the SPM host).
