Can someone explain what is the purpose of "Use Host" is when creating a new storage domain?

If the NFS host is remote and not part of the cluster, why do I have to choose a single cluster host to attach it to.
Does this mean that if that particular host gos offline (turned off) that other cluster member will no longer be able to access that nfs storage?
