If you have already epel-release package installed you'll have access to the whole
epel repository.
If you haven't it, the new dependency repo will allow you to get needed dependencies.

you restrict the packages to those needed
by ovirt.
yes, only for "ovirt-epel" repository not for the one provided by epel-release
rpm.

from epel are already installed?
No, as long as you also have epel-release with the other packages from epel.
