not familiar with this part of system, but from looking quickly into source code: there's should be some 'side tab' in VM view in userportal, in which you can 'shutdown' it by clicking it. I am able to see other similar ones including Run VM, Shutdown VM, Take VM, Reboot VM, etc, but cannot see "Return VM" -- I tried with VM pool but no success so far.
