ovirt-engine dependencies and packaging plans for 4.2

Martin says: We should get rid of PostgreSQL RPM dependency when we move to SCL version of PG9.5/9.6, which is planned fo 4.2 Do we have a bz to track it? How engine-setup can upgrade from a non-scl to a scl postgres setup? Who's going to handle it? you can easily exclude userportal/webadmin rpms and just deploy backend but running them in separate container doesn=E2=80=99t make much sense = as it needs jboss anyway
