repo, el7: Provide nmstate through copr for VDSM

Hi, Is https://gerrit.ovirt.org/#/c/96856/ still relevant? I see nmstate-0.0.5 is in EPEL testing and shipped within Fedora while the copr repo has 0.0.4. Yes, it is relevant, especially now that nmstate is planned for RHEL 8.1. v0.0.6 has been released last week, I think it should get into EPEL test and we should have a copr release as well. Please keep it for now, I will get back to it next sprint.
