Infra tests affected by incident

Quack, One of the role we use (httpd_php_fpm) is maintained by DuckCorp and we're currently experiencing a problem on one of our servers that requires going in a datacenter. This is planned for tomorrow; if you have an urgent change then please comment the corresponding line in `requirements.yml` as well as the task in playbooks/monitoring.yml starting at line 37 in a separate PR that we can revert easily later.
