[PATCH] Changes to use 2048 bit public key for self-signed certificate

After 1/1/2014, 1024 bit keys are no longer considered secure enough and may not be supported by all browsers. So changes to use 2048 bit public key. Put them in model/utils.py, so vm_storage and vm_iface can make use of them. For set domain xml metadata, we set live and config xml by default. For get domain xml metadata, we get the current xml by default.
