The QCOW version specifies which qemu version the volume supports. Storage domains with version lower than V4 support volumes with QCOW2 version 2 with 0.10 compat level, while V4 storage domains supports 1.1 QCOW compat. This command introduces the ability to upgrade the compat level of old volumes on V4 storage domains by calling the amend command. It also delays the response / fix time of any fix merged into engine to show up on system jobs. cherry-picked from 4.0, this already saves 40 min runtime of builds on CI in master. Another benefit is to get more info on experimental flow if we move the build to run on each commit as opposed to each 2 hours as it is now.
