This is a duplicate of OVIRT-1447.
It was planned to make CQ report to Gerrit all along. We're just not enabling that until we decide that the infra/race condition failure rate is low enough that developers will not start ignoring it.

I'm aiming at leveraging the same group-testing+bisection tech we use for post-merge OST runs. It was initially designed for pre-merge testing (a.k.a. gating) anyway, we just decided to deliver something that is useful and works before implementing everything we set out to.
