I think I can answer this.
oVirt relies on a working yum for this kind
of installation.
And it's not a "yum issue" at all, but a configuration issue on your
side.
If you have a proxy, configure your yum.conf accordingly.

If this doesn't work and oVirt doesn't respect yum.conf (which I doubt)
you found a bug and should open a BZ for it.

problem resolved.
It is a Yum issue. Hosts are behind a http proxy. I wonder if ovirt should add some
options during or after engine-setup. I added env var to bashrc and the install ran
fine.
