Hello, have the same problem on my centos7 vms
Solved it though installing cloud-init 18.03 and using Custom script to generate network
config in /etc/cloud/cloud.cfg.d/
Cloud init 18.03 installation:

# Install pip3(required by cloud-init)
yum install -y python34-setuptools # install easy_install-3.4
easy_install-3.4 pip
#install cloud-init
