It appears you have permission issues on your storage. I see you are using storageType='LOCALFS' per https://www.ovirt.org/documentation/admin-guide/chap-Storage/ "Ensure that the directory has permissions allowing read/write access to the vdsm user (UID 36) and kvm group (GID 36)."
