Could you please share the following details?
- what is the cluster's countThreadsAsCores setting (Edit Cluster dialog
-> Optimization tab)
- what is the VM's CPU topology for both VMs - running and failed (Edit
VM -> System tab -> Advanced parameters)
- a screenshot of the host's CPU topology (Host detail -> Host devices
tab -> View CPU Pinning button)
- what is in the engine.log (you need to enable DEBUG messages to see
details why the host was filtered out)

Sounds like
https://bugzilla.redhat.com/2095259 but since the fix for
that one is included in the version you use, I assume that's a
different issue
