In my opinon, this is not somthing that oVirt can (or should) care about. The 10G number is what the Windows (or some monitoring tool) reports within the guest. This is a reasonable fake number, since the vNIC is of virtio type, and it is capable of such speeds (inside the host). Communication out of the host are limited by the bottle neck on the way to a destination. This can be the host vNIC, or a loaded switch on the way. In my opinion it is not a bug. It's just a fact of life that NIC "speeds" should not be taken too seriously. Regards, Dan.
