historically, vdsm disabled it.
now vdsm allows passing it, but engine still doesn't.
so you can either write a small vdsm hook script to manipulate the
libvirt xml passed by vdsm, or send an engine patch to allow
controlling
the balloon device enablement.
The latter is preferable.
