19:40:34 ERROR: Command failed: 19:40:34 # /usr/sbin/groupadd -g 1000 mock
See latest builds of this patch:

IIRC we hit this issue before when trying to install a mock rpm of a
specific version inside an env that was created with a different version of
mock (group names have changed from mock to mockbuild or vice versa)

Looks like an updated mock was pushed to FC28 and introduced some
breakage.
We should have had package gating setup for FC28 before introducing the
FC28 slaves.
Hers is a tracker ticket:

We will probably downgrade mock back to 1.4.10 at this point and do an
orderly upgrade later.

There seems to have indeed been some relevant changes in the mock code
between 1.4.10 and 1.4.11.
