Use the proper whitelist for MigrateVmCommand.canDoAction The execute methods gets whitelist using the getVdsWhiteList method. But canDoAction used getParameters directly. This caused trouble for MigrateVmToServerCommand which overrides getVdsWhitelist as a different value was used for canDoAction and execute calls.
