I was referring to <engine_url>/ovirt-engine/services/vmconsole-proxy
servlet which is the source of data here.

is empty
OK. It seems that this user has no keys. Can you see them in the
Options dialog? you can find it in Administration Portal (top righ
corner) -> Options (next to Log out).
