Hello,
I set cpu QoS as 10 and applied it to VM on oVirt 4.2, but it doesn't seem to work.
compared to VM without QoS, there wasn't any difference in cpu usage.
Also, there wasn't any <period>...</period> or
<quota>...</quota> field related to QoS in libvirt file.
is it right result??

well, it depends on the specific properties of your environment - it could
be that with certain values the cpu usage wouldn't change.
as for the last part, yeah - we don't set it in the cputune part of the
domain xml but rather in the metadata section.
you should look for it within the <ovirt-tune:qos> section - mom is
supposed to detect this and make the changes in libvirt [1]
