there is no such query currently,
if we're going to supply one, we either
encapsulate the canDoAction to a class and re-use or
supply a boolean argument on the parameter class, say "dryRun", to indicate
command doesn't
perform the execute part realy.
the answer to this question actually is lots of other questions
(status, storage, host availability and more)
BUT i think its rather easy creating such a query (though caller need
to remember it might be a long one)
