The flag determining if an host is the first one or an additional one is
ohostedcons.CoreEnv.IS_ADDITIONAL_HOST
You can check the logs to see the env variables dumps on each plugin activation and see
the code where the variable is set.
You can also send us the logs so we can help with the debugging.
The issue here was caused by VDSM answering :

As far as I know 'type' used to be an integer and gluster value was 7.
The API doc of getStorageDomainInfo says:
:returns: a dict containing the information about the domain.
:rtype: dict
so it looks quite flexible on what it may or may not return.
Do we have a more stricter API documentation I can rely on?
Current workaround for those who are testing glusterfs support is to add in storage.py
(rpm -ql ovirt-hosted-engine-setup|grep storage.py) a third
value 'GLUSTERFS' in the if at line 339
